Not really, though I had wondered that myself. 411 will get you connected to phone service assistance for, let's say, finding out another person's phone number as listed in the local phone book for that year.

311 will send the caller to a real govt. agency: The NYC Dept. of Housing Preservation and Development. I called to find out my rights and responsibilities as a tenant. It is also possible to file a complaint against a landlord via this agency.
